Why the server is off.

When i tried to go on vps it didnt work so i got into the power panel pressed start and got me this message:
Operation start with the Env(s) "ID428941" is finished with errors: Error invoking external utility: ERROR:License limit was reached, cannot continue operation CTID 249 .

So it says the windows license limit is reached i guess please wait i sended a mail all wait till this gets fixed.
